If not for some apps that still require Windows to work, I also would want to make a complete transition to Linux. I hate Microsoft, especially when I have to deal with patches and upgrades! I hate that when I have to buy a new laptop, MS is forced unto me (of course, that is included in the price), when I plan to change it to Linux as soon as I get home.
Open source really is the way to go, especially in poor countries like ours. While we are seen as "pirates" when we install legit Windows OS in several computers we own, installing Linux on several comps unlimited times do not qualify us as such. It is liberating! I think government-based apps would benefit most from the use of OpS. This initiative of yours surely will be of benefit to the general public, and would also let them know that there is indeed a better alternative to MS Windows.
